According to COH they are inundated with complaints from residents over noise, so they are targeting businesses operating without Certificates of Place of Assembly, you can read their full statement below;

Harare City Council will in the next two months close down illegal places of assembly in a clampdown on noise makers.
Council offices are inundated with complaints daily over noise from churches, bars, restaurants, halls, sports clubs and restaurants.
A number of buildings and open spaces are holding unauthorised gatherings causing noise pollution and disturbing the peace of communities.
