]]>The City of Harare body is responsible for providing services to Harare residents. In addition they collect bills from citizens who use these services. However, their recent addition to the list of bills they collect is raising eyebrows.

Some Zimbabweans have referred to these changes as madness. Other have called this daylight robbery as they view this as a way for the City of Harare to further milk the citizens dry without actually providing any proper services to them.
Other citizens just made note of all the services that rate payers expect the City of Harare to deliver that they aren’t currently delivering. This includes the collection of refuse and the provision of clean water.
While other countries are encouraging the use of bicycle to reduce carbon footprints, the City of Harare is discouraging it by means of these fees.

]]>In an effort to increase road safety, the government has announced that it is introducing a new system which aims to penalize reckless drivers and habitual offenders.
The move is aimed at ensuring safety on the country’s roads by removing dangerous drivers and those drivers who have a penchant for disregarding road rules like commuter omnibus drivers and pirate taxi drivers.
This new system was likely modeled after the United Kingdom’s penalty points system. Under this penalty points system, drivers who are caught breaking the rules of the road accumulate penalty points that are put on their drivers licence record. Courts of the law are responsible for adding these points for driving offenses. or where The driver can also be expected to accept a fixed penalty in lieu of prosecution, and the licence is endorsed accordingly.
Once these penalty points reach a certain level in a predetermined period, the licence will be suspended or permanently revoked.
The United Kingdom’s penalty system the penalty points accumulated by the reckless driver stay on the driving licence record for between 4 and 11 years, depending on the severity of the offence. However, the relevant authorities have not yet made it clear ho long penalty points will stay on the offenders license record.
What is clear though is the way in which penalty points will be awarded. The penalty points given to the offending drivers will be dependent on the offence committed. Smaller offences such as going through a red traffic light will have fewer points than the weightier offences such as driving while intoxicated.
Transport and Infrastructural Development secretary Engineer Thedius Chinyanga, share the following remarks with the media:
“Once the process of capturing is done and data integrated with other road related information/data, the law enforcement included, the system can then be piloted.“
Chinyanga revealed that the government has already acquired 10 high-tech scanners which are being used to create a digital database at the Central Vehicle Registry in preparation for the fast-approaching implementation of this system.
