There is a crisis of confidence in the market,citizens are suffering from the price hikes and deepening poverty level.All gvt policies must be demand driven,inclusive &fully consultative.The recent attack on CZI position paper by Gvt is regrettable and must never be tolerated!

 

Stop the auction system and go for full dollarisation – this will immediately remove distortions,multiple pricing,arbitrage, secure stability and save exporting companies from imminent collapse and help all businesses and economic agents to preserve capital.

 

In line with (3), we should immediately work on a de-dollarisation road map which is inclusive and evidence based and build on consensus as opposed to command economics and threatening businesses with statutory instruments.

 

Embrace SMART agriculture with a view to foster more active role of the market & gvt providing oversight to minimise distortions caused by agricultural subsidies.The commodity exchange should be used as an effective vehicle for funding & marketing of agricultural commodities.

President Mnangagwa recently announced that the government is aiming to achieve free education for all primary school students by the year 2023.

Due to the effects of Covid 19, many children have not been learning and some have even had to drop out of school. The pandemic took a toll on both the education system and the parents of schoolgoers.

Schools have been forced to adapt to e-learning and that is if they even have the resources to deliver. In the event that schools were able to deliver, many students could not afford the facility.

The President spoke about the number of school dropouts being the major motivator towards the decision to make education free for primary schools. He also said all children will receive tablets for e-learning purposes funded by the government.

While this is a great cause, how realistic is the 2023 target? As it stands government is failing to pay teachers well. The past couple of months has been spent negotiating with teachers to go to work even though the civil servants feel that their salaries are way below what they deserve.

How will the government manage to make extra funds available for running the schools without students paying school fees? How will it also buy tablets for students if it cannot buy tablets for teachers? We are already 3 months into the year 2022. This leaves the president 9 months to deliver on this promise.

Will the government in the next nine months manage to adjust teachers’ salaries and make a budget available to maintain schools without the need for school fees payments by parents…and also buy each primary scholar textbooks and a tablet? It seems like a mammoth task and the government will need a mammoth strategy to match.

Official results announced by the Zimbabwe Electoral Commission show that the Citizens Coalition for Change (CCC) party by Nelson Chamisa is the biggest winner in the by-elections.

The CCC party has won 22 of the 28 National Assembly seats. However, ZANU-PF has won two seats previously occupied by the opposition (Epworth and Mutasa South).

The MDC-T party led by Mwonzora lost as they failed to win any of the seats contested.

Zanu PF also retained its rural sets in Mberengwa South, Murewa South, Chivi South, Mwenezi East, Gokwe Central and Tsholotsho North.

As the nation prepares for the upcoming 2023 elections many influential people are using their voices to encourage people to register to vote and also use their vote wisely. Tanya Muzinda posted a “Motivation Thursday” video under the title “Be Inspired To Vote”.

For those of you who are not familiar with the name, Tanya Muzinda is a Zimbabwean motocross rider who won the award for junior sportswoman of the year at the 2015 edition of the Annual Sports Awards. She is the first woman in Zimbabwean Motorcross history to have won a championship race. She is 17 years of age and the daughter of Tawanda Muzinda.

In her video, Tanya spoke about how Africa is the place that has true wealth as defined in the Bible. She said God defines wealth as cattle on a thousand hills, goats, silver and diamonds. She goes on to say God never defines money as wealth yet much of Africa seeks currency in exchange for true wealth.

Tanya talks about how diamond mines are exploited but barely add to the economy. She asks the question;

“How can Africa unite really, when most of the African leaders are corrupt and mortgaging our futures daily in exchange for loans?”

Tanya says a flood starts with one drop of rain. With one vote from each person, the combined votes will unite and surely flood across the whole continent. She encourages the young to go to the polls and vote. Watch the video below and draw inspiration from this young yet really enlightened woman.

Despite attempts by the government of Zimbabwe to portray that all I well in the education sector, teachers remain on strike, the same teachers who were suspended by the Minister of Education just a week ago, the irony.

The government of Zimbabwe has now roped in the Public Service Commission to force the hand of the teachers who, through their various labour bodies have rejected offers from the government so far, the latter is also digging in with the President, ED Mnangagwa vowing not to pay teachers the US$540 salary they are demanding.

The PSC has issued an ultimatum to teachers essentially if they do not report for duty by the 22nd of February they are deemed to have resigned, with the PSC starting the recruitment of new teachers shortly after that.

Below is the full statement from the PSC.

  1. The opening of schools has brought to the fore the importance of safeguarding the inalienable right of every Zimbabwean child to an education as provided for in Section 75 of the Constitution of Zimbabwe.

  2. It is in this context that Government has, in its efforts to improve the welfare of its workers, continued to engage with workers’ representatives in the National Joint Negotiating Council (NJNC).

  3. The NJNC meeting held on the 11th of February 2022 welcomed the directive by His Excellency President E.D. Mnangagwa to improve the Government offer to its employees through a combination of monetary and non-monetary incentives.

  4. In the category of non-monetary benefits, teachers would benefit from a school fees exemption to cover three children per family.

  5. Plans were also announced to construct institutional accommodation for teachers at or around the school premises. The total would be 34 000 units over a five-year period.

  6. Government shall maintain the current vehicle duty-free privilege for civil servants.

  7. Advancement awards within grades, which had been suspended for some time, will be resumed with immediate effect to recognize seniority.

  8. Government notes with concern that, in spite of the significant steps it has taken to improve conditions of service, working with the Apex Council, some teachers continue to absent themselves from work, with some reporting for duty but not working.

  9. This has had the effect of depriving learners of their inalienable right to education as well as prejudicing parents of their significant investment in their children’s education.

  10. This behaviour on the part of some teachers is all the more distressing in view of the fact that it is coming at a time when learners have already lost more than a month of learning in 2022 alone due to the COVID-19 pandemic, and were therefore looking forward to the opportunity to catch up with their studies.

  11. Such behaviour cannot be tolerated as it will have a lasting, negative impact on an entire generation.

  12. It is in this context that Government is taking the following measures:

  13. All teachers, deputy heads and heads of schools who do not report for duty by Tuesday 22 February 2022 will be deemed to have resigned from the service;

  • Those reporting for duty but not teaching will also be deemed to have resigned;
  • All those who will have in that manner so resigned and were occupying institutional accommodation are expected to vacate the same with immediate effect;
  • Unemployed trained teachers, university and college graduates in the sciences, engineering, technical, vocational areas and other disciplines who are interested in joining the teaching profession should ensure that they are registered at the nearest district education offices as the recruitment process shall begin soon after the 22nd of February 2022; and
  • Those deemed to have resigned shall not be eligible for this recruitment.
  1. Government has taken the position that it will now work with those who demonstrate their commitment by performing their duties at all times to serve the nation.

  2. In terms of Section 75 sub-section 4 of the Constitution of Zimbabwe, concerning the right to education, the Government of Zimbabwe has already taken reasonable legislative and other measures, within the limits of the resources available to it, to achieve the progressive realisation of the right to education.

Primary and secondary education minister Evelyn Ndlovu recently announced that all teachers that participated in the strike would be suspended without pay for three months.

This announcement came shortly after the government offered a 20% increase on teachers’ salaries which paled in comparison to the 520USD salaries the teachers were asking for. The Progressive Teachers’ Union of Zimbabwe expressed that this move would affect about 135,000 teachers.

Harare labor law specialist Professor Lovemore Madhuku spoke about the governments’ decision on his Twitter platform and declared it illegal. He went on to say that the minister had no power to suspend the teachers because they were employed by the Public Service Commission (PSC).

The professor went on to say that the PSC also had no right to undertake a mass/blanket suspension. He also encouraged the government to dialogue with Teachers Unions and address issues.

The government has a history of laying out promises and then failing to deliver on said promises. Two of the three teachers unions have declined the 20% increase offer citing that it would on be an increase of about 20USD which will not do the teachers any good. There are fears that even if the government were to succeed by any chance, schools would have to close as the 130,000 suspended teachers out of 150,000 teachers would not be going to work.

Professor Madhuku’s suggestion seems to the only progressive option for both government and the teachers. The two sides would have to sit down and negotiate the terms as the state of the educational system of Zimbabwe depends on it. The time lost in dialogue would definitely be better than having 130,000 teachers being unemployed and also having children stay at their homes and not learn for a further three months.

Registers and records have always been an effective way to keep track of numbers. From schools to workplaces and even supermarkets, records show the state of things and solutions are created based on the information.

The national census is an exercise where population is systematically counted and additional information (like age, race, occupation etc) is acquired and recorded.

Zimbabwe’s population is projected to be nearly 17 million as shown by the data gathered from the census mapping exercise conducted by ZimStats in 2021. The exercise was in preparation of this year’s national census in April. The census mapping exercise revealed that the current population of Zimbabwe is projected to be 16. 9 million (8.8 million females and 8.1 million males).

The 2022 national census will run from the 21st to the 30th of April 2022. It has a budget of about 3 Billion Zim dollars (about US$98 million). This includes (but is not limited to) recruiting and training enumerators, masks, sanitizers and acquiring 300 motorcycles for reaching rural areas.

The census’s preliminary results are usually released two years after the census but this time they might be released earlier due to new recording systems being used. Enumerators will now be armed with tablets and when conducting data collection they will be expected to feed data into the national server by day end. This new system will use the Computer-Assisted Personal Interviewing (CAPI) technique in capturing data from members of the public.

Ms Memory Chidemo (Zimstat Public Relations and Communications Manager) told the Chronicle “We now have the enumeration areas and we are now moving into training for the level one teams. Starting this month, we will be training national supervisors and trainers who will train the enumerators. Most of the recruitment is being done from the public service. And all the recruitment is being done this month for the enumerators, the supervisors and information communication technology experts,”

The national census provides much needed information for all sectors of business and government. It helps to project if available resources are adequate and helps set targets and understand the demographics of the population in various areas of the country.

The current state of the Zimbabwean economy is no secret. From an almost inexplicable 1:1 bond note to USD exchange rate to 200:1 +, this is just one of the tell tale signs of an unstable economy. A couple of moves have been made by the government and looking back, its now adding up.

Now you are probably thinking of all those times Zimbabwe’s economy analysts and other reputable sources stated that Zimbabwean was headed towards greener pastures. Eddie Cross issued a statement going in depth on how the economy of Zimbabwe was positioned in a way that it was finally set for stability. The International Monetary Fund  (IMF) seemed to back up those statements stating that Zimbabwe’s economy was set to grow more than they had previously reported. All this was said just last year.

On the contrary, other reputable media sources (Bloomberg among others) shared detailed articles of the Zimbabwean economy stating that it was on the verge of collapsing.

So what’s the real deal?

Well, lets take a look on the ground.

Some of the steps taken by government to date

The government has announced various measures from the time the statements on the economy being headed in the right direction were made to date. Now, looking carefully at how far we have come, the economy seems further from the “stability” that has been spoken about.

Here are some of the events that have taken place thus far that we will soon dissect to get a clear position on where we are as a country.

  • Mthuli Ncube announces 50% duty on car imports is payable in Zim dollars.
  • Announcement of $50 withdrawal at bank rate for Zimbabweans
  • $50 withdrawal for general public halted

Other policy changes were stated in the 2022 Monetary Policy.

A sign of a crumbling economy?

The aforementioned are just but a few measures taken by the government between 2021 and 2022. However, why did retractions or alterations have to be made on previously established policies? While changes are allowed, in our case this could be the tell tale sign of a plummeting economy.

Why?

For starters, before the announcement on duties on car import being payable in Zim dollars consider the prevailing situation. ZIMRA was experiences a huge decline in revenue coming in from vehicle imports due to high duty fees. So…no/not as much money as before. A change had to be made, right? If at least half the duty fees is payable in Zim dollar that seems incentive enough for more car imports to take place and more (seemingly much needed) money flows in.

How about the $50 withdrawal at bank rate which has now been reserved for pensioners, senior citizens and vulnerable members of society? Is it possible that in addition to the government trying to limit the people profiting from the arrangement, there also just could be less money available to continue providing the $50 withdrawal limit to the public? Could that be the same reasoning that might have lead to the further limits on mobile money transactions?

The Zim dollar continues to deplete against the USD. However, reports from local based media continue to point to a growing Zimbabwean economy so we might not get to the point where our currency is exhibited in British museums again, right?

Zimbabweans Cry Foul

I’m sure some people would have started to celebrate the progress or at least be hopeful that this means their own roads were next in line. Unfortunately, bubbles were burst when other twitter users immediately remembered coming across that same image on the internet.

The image is said to be of a road constructed by the government of South Sudan that was later stopped due to non-payment from the government.

Are We Being Taken For Fools?

We wonder what the motive behind Nick Mangwana’s using of images that are not even from the country to depict work that is supposedly taking place in Zimbabwe was. However, many have already concluded that this just shows the malintent and lies by the government and its representatives.

This gave rise to another issue. The buses. People are now wondering if that’s just another item on the list of “things that didn’t happen.”Are they just another set of downloaded images or are we being shown the same image over and over again?

Before we even get that far, is there even any work being done on the Zimbabwean roads seeing that we need images from other countries to depict the work being done?

Just recently when we addressed the Ashlee Chamisa subject, we referred to his father Nelson Chamisa as the leader of the Movement For Democratic Change. However, a lot has happened in that short space and Chamisa is no longer the leader of the Movement For Democratic Change.

Chamisa has faced various hurdles in his political journey even with regards to his party name. In September 2021 when he changed his party name to Citizens Convergence for Change (CCC) the name was contested.

2022 didn’t start of on a great note either with disputes within MDC. These ended with Douglas Mwonzora declaring himself the president of MDC-Alliance. This lead to so much confusion on where exactly Chamisa now stood in all this mess.

New Party

On Monday 24 January 2022 the Nelson Chamisa faction announced their new party name and emblems. Chamisa is now the leader of Citizens Coalition For Change (CCC). The party is represented by the colour yellow and with a new emblem which is an index finger pointing upwards.

A reaction from the ruling party is yet to be heard.
